Kingston Creek is flowing well below normal and fishing is difficult except in the pools and on springheads. Small dry flies are the way to go here. As of September 16, Kingston Creek was flowing at 2.65 cfs which is about a third of normal.

Ruby Lake NWR: Dry flies have been working well
Wilson Reservoir: Poppers can be effective during low light, still water conditions
